[Mew-dist 166] 1.54

Since a big bug for PGP encrypting on Emacs was reported to me, I
think I'm compelled to release Mew 1.54. This version also includes
some bug fixes but not all. 

I can't afford to implement all requests I have received now because I 
will have to fly to the US on next Sunday. Unless I regard a reported
bug as fatal, I would not release Mew 1.55 from Japan. (I don't know
from Napa. :)
