新型 mew-caesar.el をお届けします。

1. "nkf"に対応した。(Win32の人は"nkf.exe"、"nkf32.exe"でもOK)

2. caesar暗号化用ライブラリ|プログラムを『SEMI→tm→nkf』の順番
で検索し、自動的に決定するようにしたので、ユーザがsetqで指定する
必要が無くなった。

3. (defun mew-caesar-region (min max))を新設し、nkfの人でも
region内の変換が出来るようにした。

4. 細かい点で使い勝手を良くした(?)と思うので、後はソースを見て下さい。
