少し、進展しました。

% head -1 /usr/local/bin/imsetup
#! /usr/local/bin/perl
に書き換えたところ、

% imsetup
perl: warning: Setting locale failed.
perl: warning: Please check that your locale settings:
        LC_ALL = (unset),
        LANG = "japanese"
    are supported and installed on your system.
perl: warning: Falling back to the standard locale ("C").
Can't locate IM/Config.pm in @INC at /usr/local/bin/imsetup line 25.
BEGIN failed--compilation aborted at /usr/local/bin/imsetup line 25.

というerrorがでました。

% ls /usr/local/lib/im
SiteConfig

% more /usr/local/bin/imsetup
