PopAccount を使っていないのではずしていたらごめんなさいですが...

この書式が間違っているのではないでしょうか？

imget.jisには

    PopAccount=/POP:user at example.com

と設定するとかいてあるので
PopAccount=/POP:ngsm at example.com
とするのが正しいのではないでしょうか？

とありますので, im-100 ではたまたま動いてしまっていたのではないかと思います.
