Yes.  

Since there is a section on mark level in the info files, may be a
link from the docstring to it would be appropriate.  The info node is
`mark level:: Mark strength', which may be found in the `marks:: Funny
marks' section of the Mew info files.

<digression + speculation> 
The current method available for configuration exposes a user to quite
a lot of complexity and internal detail.  I mean, the original
question was just about changing the behavior of the movement of the
cursor after the delete mark had been placed on a message, right?

I get the feeling that from a user-perspective, it'd be nicer to be
able to configure mark properties via some "easier" interface.  There
could be functions such as `mew-mark-set-property' and
`mew-mark-get-property'.  I don't know about whether there's much of a
demand for this sort of functionality though, not to mention the
additional code, complexity, and maintenance issues that may result...

I confess I didn't know what `state' meant here -- I just tried to
massage the existing docstring ;-)  

My guess would be that `state' is an attribute of each type of mark.
Based on the definition of `mew-mark-spec', it looks like among the
standard mark types there is only one type (refile) that has state so
far.
