1. mew generates headers like this:
Content-Type: Text/Plain; charset=us-ascii
Content-Transfer-Encoding: 7bit

Is it possible to generate headers like this instead (if these are legal)?
Content-type: text/plain; charset="us-ascii"
Content-transfer-encoding: 7bit

2. Is the seonc Content-Transfer-Encoding line obligatory in MIME?
(If not, how can I suppress it in mew?)
