[mew-int 00496] How to handle German, French, UKEnglish in Mew?

Hello, I have been using Mew in writing Japanese and US English mails
quite a long time.  However, I have a problem about using German,
French, UK English recently. (currently, I am using emacs 20.7)

My question:
How to display original characters correctly both in subject and
    body? (UK Pounds, chars with umraut, chars with accents, etc.)

    (a) Is it possible in X-Window environment only?
        If yes, how can I do it?
    (b) Is it possible even if I use TERA-TERM by modifying font
        settings?
        If Yes, how can I do it?
    (c) How about using Meadow instead of emacs?


I hope someone would help me soon.
