What do you mean "older"?

Mew 3 has info about Mew 3. The HEAD of CVS has the most recent
version of info.

Note that there is an error in Makefile of Mew 3.1. Due to this,
mew.info-4 is not installed by "make install-info". 

I will replace mew-3.1.tar.gz with the fixed one very soon.
