Are you using Emacs in a terminal, not X-Window based Emacs?

X-Window based Emacs should display it if fonts for windows-1251 is
installed.

If you use Emacs in a koi8-r terminal, you need to define a
coding-system which converts windows-1251 to koi8-r. I don't know that
windows-1251 can be converted to koi8-r, one by one.

Anyway this is not a Mew's problem anymore. You should ask this
question Emacs gurus in Russia.
