It's using the technically corect way of dealing with forwarding of
(potentially already MIME-using) messages using MIME functionality,
labeling the attachment with Message/Rfc822.
This has the huge advantage that any MIME structure in the forwarded
message is preserved intact; forwarding it inline instead would in all
probability break apart any MIME structure in the message with
predictable result.
...which makes me wonder why you want this functionality?
