If you are using iso-8859-15 locale (e.g. fr_FR at example.com), Emacs 21
sets language configurations automatically as follows:

---- 
(set-language-environment "Latin-9")
(set-terminal-coding-system 'iso-latin-9)
---- 

I can read the iso-8859-15 message [mew-int 00755] on the
Emacs 21.1/xterm with the above configuration.
