I use a version from:
http://t2100cdt.kippona.net/linux/emacs/mew/
which has the behavior of using mew-cite-* functions by default,
and doesn't have the issue you described.
The problem, as I see it, is how to allow some people to use
bbdb entries to create their citations, rather than mew.
