If the file is opened by C-xC-f, is it treated as Latin-2?

If it is treated as Latin-1, it's not Mew's problem.

Anyway I'd suggest to check buffer-file-coding-system on *a draft*
like:

	M-: buffer-file-coding-system

Repeat: Try this in a draft.
