Please make situation simpler.

Does your XEmacs on FreeBSD displays Japanese properly on a local
display? 

If not, I guess XEmacs does not compiled with the --with-mule option
of "configure".

You also need to install the xemacs-mule-sumo-<date> package
as well as the xemacs-sumo-<date> package.
