Emacs 21.3.50 (from CVS) has the utf-translate-cjk variable, but
Emacs 21.3 doesn't have it.  If you want to use UTF-8 on Emacs
21.3, install Mule-UCS.

Mule-UCS 0.84 fails on Emacs 21.3.  This bug was fixed in the
current version of Mule-UCS (0.85 release candidate).
