What is the reason why this fails?

P.S.

The protocol to fetch a PGP key from PGP key servers is now an
Internet-Draft. (No difference from the method what Mew is using, just
documented.)

I'm planning to enhance Mew so that it can handle a list of PGP key
servers and a user can select one of them.
