[mew-int 01517] only citing marked region?

Hi,

for some long time now (moths if not years ...), Mew only cites only
the marged region if one exists.

When I just read a mail and reply all is fine - but when I mark some
text before (e.g. to paste it into a source file or so) Mew only cites
this marked region.

Is this a bug or a featuer? In any case it is higly annoying - and if
it is a feature how can it be disabled?
