No.

This is a right way to do with Mew 4.x. (This behavior is different
from Mew 3.)

Note that C-cC-e and C-cC-y behave the same. That is, they try to call
a command for the entire message if they are executed on a message.
To call the commnad on the body, type ":" and select the body.
