I don't understand this.

Q1) What action are you talking about?

    a) SPC (verification on reading)
    b) C-cC-f (PGP key fetch)

If a), I don't know what kind of implementation does fetch a public
key, if not exist in the keyring, on verification.

If b), I don't know why you type C-cC-f.

Q2) What kind of PGP implementation are you using?
