By default, Debian mew package sets mew-prog-ssl,
mew-ssl-cert-directory and mew-ssl-verify-level in
/etc/emacs/site-start.d/50mew.el, as follows:

  (setq mew-prog-ssl "mewstunnel") ;; to use stunnel4 or stunnel
  (setq mew-ssl-cert-directory "/etc/ssl/certs") ;; to use ca-certificates
  (setq mew-ssl-verify-level 2) ;; to verify certificates

To use ~/.certs instead of /etc/ssl/certs, set
mew-ssl-cert-directory as follows:

  (setq mew-ssl-cert-directory "~/.certs")
