For Debian/Ubuntu mew package, mew-prog-ssl is set to "mewstunnel"
in the startup file /etc/emacs/site-start.d/50mew.el.  "mewstunnel"
is a wrapper script which prefers "stunnel4" over "stunnel" by default.
