When I designed Mew about 15 years ago, computers are very slow. So, I
decided to not decode base64 in Summary mode since base64-encoded
messages are rare at least in US-ASCII/ISO-8859-1/ISO-2022-JP
community.

Now computers become much faster, so it's a good time to re-consider
the assumption.
