[mew-int 2751] Missing .cvsignore files in repository

The mew CVS repository should have two .cvsignore files -- one at the top
level, and one in bin/ -- so that files created during the build process do
not look like differences from the repository.  I have attached two files
-- .cvsignore and bin/.cvsignore -- that work for me.
