そのとおりです。ちゃんとconfigureとしていました。

あれれ？これだとconfigureしたとき、vc++用のmakefileできるんですね。
うちでは
configure --with-gcc
make
make install
としています。
##今日は--no-cygwin --no-debug --with-gccとしました。
