[mew-win32 03439] relay operation rejected

hi,

i've been using mew for a while without problems. however, since i
upgraded to the current beta 2.0.51, i am having problems sending a
message. whenever i try ctrl-c ctrl-c, the message is sent to the queue
with the message "relay operation rejected." i suspect this has
nothing to do with the change in my mew version. something must have
changed in my mail server (maybe a tighter firewall?) that refuses to
relay messages to the outside world.

i've found some old discussion on this problem, e.g.

but is not helpful (too cryptic for me). is this something the system
administrator can fix? if so, how can i explain this problem to
the system administrator? any tip is appreciated,
