I found a similar problem on Emacs 21.1.  If I put m17n
characters on Draft mode, it occurs.

If I use Latin-1 characters and Kanji in a single message, Kanji
is disguised in the +queue.  If I use Latin-1 and Latin-2, then
Latin-2 is disguised.

This is incomplete support for utf-8 on Emacs 21.1.  I think
Mule-UCS is necessary for utf-8.

But I can't resolve Arnaud's problem...
(Is it related to character input system?)
