If I reply (`A') to [mew-int 00627], and `C-c C-m', then mail is
queued.  It is encoded with iso-8859-1 automatically.  I can
preview it on the +queue, and I can send it by `C-c C-c'.

But your mail is utf-8...

I have a question.  When does your problem happen?
On Draft mode?  Previewing +queue?  Or Receiving +inbox?

I recommend you to try default setting or simple .emacs.
