Mew cancels the specified privacy service if encryption/signing fails.
This is intentional. Consider the followings:
(setq mew-protect-privacy-always t)
(setq mew-protect-privacy-always-type 'pgp-encryption)
If you don't have the public key of a recipient and if the privacy
service remains after encryption failure, it is very inconvenient.
So, we believe that the privacy service should be clear.
The cause of the problem that you found is modeline. I have fixed Mew
so that "PE" disappears after encryption failure.
Also, I added this explanation to info.

Just type RET after C-c C-p C-d.
