I have a similar problem on my Debian box.

On Emacs 21.1, I met this problem.  On Emacs 20.7 and XEmacs 21.4.6,
it doesn't happen.

The sending process is sometimes stopped for about 1 minutes.  If
I push `g' at the Summary buffer, it recovers in a moment.

I saw this problem on Mew 2.0/2.2/3.0.54 with Emacs 21.1.

I've not resolved this problem yet...
