I understand that "han" refers to CJK unification. Right?

For Emacs between 20.1 and 21.3, you should use the Mule-UCS package
for UTF-8 support, which including CJK unification.

Many beta testers in Japan are using Emacs 21.3.50.

If "mule" means the Mule-UCS package, the answer is yes. Emacs 21.3.50
provides UTF-8 by itself.

Note that "mule", which many users use, means multi-lingual
functionality for Emacs, which was merged in Emacs since version 20.
It is now a part of Emacs and we can't drop it.

The functionality provided by Mule-UCS are now merged to Emacs
21.3.50.
