[mew-int 01662] incm and local mail

THis sounds silly I know.  I have the following in ~/.mew.el:

 (setq mew-mailbox-type 'mbox)
 (setq mew-mbox-command "incm")
 (setq mew-mbox-command-arg "-d /var/mail/fgs")

yet when in summary mode pressing 'i' simply reports ' scanning
+inbox ' and no mail is retrieved from var/mail/fgs

all references to pop in ~/.mew.el are commented out.

Can anyone suggest what I am missing
