Mew does NOT drive GnuPG for each recipient. Rather, Mew drives GnuPG
ONCE to encrypt a message for ALL recipients. So, if there is a
recipient whose public key is not in your public keyring on To:/Cc:,
GnuPG cannot encrypt the message.
