I composed this mail encoded with windows-1254, and then I can
see the character `LATIN CAPITAL LIGATURE OE' in the +queue
folder on Mew 4/Emacs 21.3.50.

I guess that you should install an iso10646 font to display the
character `LATIN CAPITAL LIGATURE OE' in windows-125x.
