I removed unify-8859-on-decoding-mode.

I don't have (standard-display-european 1).

The problem is still here (I still get the above message and at the
end I have 

Content-Type: Text/Plain; charset=iso-2022-jp-2
Content-Transfer-Encoding: 7bit

in my mail).

I don't understand at all why this happens.
