[mew-int 02015] fill-paragraph bug

Mew's hook into fill-paragraph while in `Draft Fill' mode does strange
things.  This:

   '  the ISO Latin-1 `Apostrophe' (code 39) prints as ', a right single
      quotation mark; the original character can be obtained with
      `\(aq'.

is formatted as

   'the ISO Latin-1 `Apostrophe' (code 39) prints as ', a right single
      quotation mark; the original character can be obtained with
      `\(aq'.

after pressing M-q.  In standard text fill mode, I get

   ' the ISO Latin-1 `Apostrophe' (code 39) prints as ', a right
      single quotation mark; the original character can be obtained
      with `\(aq'.

instead.
