I have tested on the attached message and I can gain access to
http://nicta.com.au/.

I suspect that you are using old emacs-w3m. My version
(emacs-w3m-version) is 1.4.264.

Please check the version of emacs-w3m. If your problem still exists
even with new emacs-w3m, I will forward this report to one of the
authors to emacs-w3m.

FYI: My w3m is:
w3m version w3m/0.5.2, options lang=en,m17n,image,color,ansi-color,
mouse,menu,cookie,ssl,ssl-verify,external-uri-loader,w3mmailer,
nntp,ipv6,alarm,mark
