Ubuntu 8.04 (Hardy Heron) provides w3m-el-snapshot
1.4.250+0.20071206-1, and the later version is available at Debian
testing/unstable:

  http://packages.qa.debian.org/w3m-el-snapshot

The package doesn't link against library packages, so I guess the
package is installable on your Ubuntu system.
