I have implemented both and committed them to CVS.

Attaching "foo.patch" in a draft results in "Text/X-Patch".

Typing C-cC-e on "Text/Patch" in Summary mode opens a new frame and
displays it with diff-mode.

Note creating a new frame is inevitable due to Mew's restriction.
