Non-ASCII raw text is decoded with Emacs automatic detection.

To tell your preferred coding system to Emacs, set
prefer-coding-system in your ~/.emacs, as follows:

  (prefer-coding-system 'gb2312)

Restart Emacs and Mew, and then type `s all RET' to re-scan Summary.

Currently, Mew doesn't have a specific variable for automatic
detection in Summary.
