Setting language environment to UTF-8 does not work. Why?

I see it. There are too few Chinese characters in my mail. The
characters are same in Chinse and Japanese (same Unicode), so Mew
could not get enought information to decide to use which encoding (GB
or ISO-2022-JP-2).

I wrote a quite long Chinese mail (not useing C-x RET l), Mew detected
correctly!

That's all my fault :(
