I confirmed that this happens only on Emacs 24. 

Mew uses Compound Text encoding of X Window System for Summary. This
is for historical reasons. While UTF8/Unicode is getting more popular,
Emacs tends to forget supporting Compound Text.

Probably Mew needs to switch from Compound Text to UTF8.
