変更点はというと、
1. tmやSEMIを持っていない人のために、nkf等の外部プログラムでも
caesar暗号化/復号化が出来るようにした。
以下の様な、余り素敵でない選択方法です。

ちなみに、私の環境ではMule for Win32だけ

にしないと文字化けしましたが、後はデフォルト値でOKでした。
うわさでは、xemacsでも文字化けするそうですが、環境を持っていない
ので確認していません。

2. nkfを使うと、regionだけ暗号化したい復号化したいというのがめん
どくさいので、
(defun mew-caesar-region (min max)
という関数を新設しました。
ちなみに、mew-distに投げるのは、まだまだ、maltipart editorが変わ
りそうなのでその辺を見計らってからにしようかなぁと思っています。
