i am sorry this reply is so late :-(

i am not sure i understand what you mean here.  are you thinking of
caching pass(word|phrase)s w/in emacs?  if so, will it be possible
for users to choose not to have caching enabled (an option)?

if password caching is desirable, what about something similar to what
is done in the case of ssh-agent?  i think i remember reading on the
gnupg mailing list about someone who is working on a similar
mechanism.  perhaps this can be generalized to work for passwords?
